Ken Roach of Battle Creek said Friday that his son, Sgt. Phillip Roach, was hurt in April at Fort Bragg in North Carolina during what the Army called an "unauthorized" event marking his promotion. The father told The Associated Press the 22-year-old suffered a seizure and head injury.
Video first obtained by WWMT-TV shows Roach stumbling after being struck, shaking the mallet-wielding soldier's hand and collapsing.
The father says a letter from the Army calls the incident "hazing" and the soldier responsible received a $1,000 fine and a reprimand. Ken Roach said he'd like to see greater punishment.
Fort Bragg officials didn't return phone after-hours phone messages.
