Carter has been named director of special projects at the management arm of the paper's parent company.

He has been publisher at The Standard-Examiner since 2005. His career at various Sandusky Newspapers Inc. publications spans 37 years.

Carter began in the circulation department of the Sandusky (Ohio) Register out of college and quickly advanced to the position of circulation director. In 1996, he was promoted to publisher of the company's Grand Haven Tribune. He returned to the Sandusky Register as publisher in 2002.

Carter said his immediate plans are to remain in Ogden while his wife of 33 years, Sally Fultz Carter, continues her work with United Way of Northern Utah, where she is a volunteer coordinator.

Doug Phares, president of the Sandusky Newspaper Group, said he would immediately begin the search for a new publisher at Ogden.
