Charting the city's direction

“We’ve got a robust capital plan," City Manager Pat McGinnis said. "The council has been very proactive in their approach to repair things that have been in need.”

City Council has approved the plan as the city staff presented it, City Finance Director Jim Bonamy said.

“That gives us an estimate so we can forecast the next fiscal year," he said.

The city's capital plan includes expenditures on road utility maintenance, building improvements, vehicle upgrades and purchases, and supplies and equipment for the public safety department.

“This is mainly the process so we can see how this year will end,” Bonamy said. “This month, we will begin creating budget manuals for 2013-14.”

Looking ahead to the new fiscal year, city officials say that all of the city's funds are currently forecasted to be able to handle the projects and activities that are shown in the capital plan.

“We’re doing fine,” Bonamy said. “Things could always be worse and things could always be better.”

Bonamy noted that there are plenty of reserves available to meet the needs of the city, and he didn’t anticipate any problems of the city reaching its goals.

Although a new Grand Haven resident, Tyler Blevins said it would be nice for the city to focus its efforts on essential services.

“A good community has good police and fire, and streets and utilities,” he said. “It would be nice to see the community focus on this.”

City officials say they remain committed to obtaining grants and other outside resources to leverage the burden on city property owners wherever possible.

Up next for city staff is to create the budget workbooks for fiscal year 2013-14, hold a City Council work session to talk about it, and then a public hearing.

“It’s approved on the last Monday in May,” Bonamy said.

McGinnis said he is optimistic about the city's future.

“I’ll present a budget on the first of April,” he said. “This budget, I expect, will be a balanced budget with no increase in taxes.”
