The state's Emergency Management and Homeland Security office is encouraging people to report damage.
Warren officials say an estimated 18,000 homes in that Macomb County city sustained some type of flood damage. Detroit's Department of Homeland Security plans to perform assessments over the next five to seven days.
Gov. Rick Snyder issued a disaster declaration for Wayne, Oakland and Macomb counties. That lets Michigan seek federal help and frees up state resources for communities hard hit by flooding.
