Obama: Wean autos off of oil

President Barack Obama is pushing Congress to authorize $200 million a year for research into clean energy technologies that can wean automobiles off oil.

Obama proposed the idea of an energy security trust last month in his State of the Union address, but he was putting a price tag on the idea during a trip Friday to the Argonne National Laboratory outside Chicago — $2 billion over 10 years. The White House said the research would be paid for with revenue from federal oil and gas leases on offshore drilling and would not add to the deficit.

The money would fund research on "breakthrough" technologies such as batteries for electric cars and biofuels made from switch grass or other materials. Researchers also would look to improve use of natural gas as a fuel for cars and trucks.

The proposal is modeled after a plan submitted by a group of business executives and former military leaders who are committed to reducing U.S. oil dependence. The group, called Securing America's Future Energy, is headed by FedEx Corp. Chairman and CEO Frederick W. Smith and retired Marine Corps Gen. P.X. Kelley. The nonpartisan group says its goal is to "break oil's stranglehold on the transportation sector" through alternatives such as electric cars and heavy-duty trucks fueled by natural gas, but it had proposed a much larger $500 million annual investment.

Creation of the trust would require congressional approval at a time of partisan divide over energy issues. Obama tried to appeal to both parties by pitching the policy not just as an environmental issue but as a job-creation plan that would help the United States remain a technology leader.

"If a nonpartisan coalition of CEOs and retired generals and admirals can get behind this idea, then so can we," Obama said in his State of the Union address. "Let's take their advice and free our families and businesses from the painful spikes in gas prices we've put up with for far too long."

There were signs agreement may be possible. Alaska Sen. Lisa Murkowski has called it "an idea I may agree with."

Murkowski, senior Republican on the Senate Energy Committee, did not fully endorse the plan, which is similar to one she has proposed to use revenue from drilling for oil and natural gas on public lands that previously were off-limits to energy production to pay for research on new energy technologies.

White House officials said the president's proposal would not require drilling on federal lands or water where it is now prohibited. Instead, they are counting on increased production from existing sites, along with efficiencies from an administration plan to streamline drilling permits. The government collects more than $6 billion a year in royalties from production on federal lands and waters.

Argonne is one of the Energy Department's largest national laboratories for scientific and engineering research, staffed by more than 1,250 scientists and engineers. White House officials said it was chosen as the site of the president's speech because of its tradition of research into vehicle technologies.

This president is as good at managing money and buisness as he is at engineering. How did he get elected again? oh yeah, there are more blood suckers than hard workers in this country now. It would be nice if he would focus on weaning off from spending! Why does this guy always look past current needs and solutions and jump head long into unproven solutions only? Weak leaders ignore current solutions/problems in favor of pie in sky solutions.
He could focus on turning the gas that spews out of Washington into usable new energy. Now there is an unlimited energy source from both sides of the hill if I have ever seen one!

The thoughts expressed in the two comments to this article so far, are short sighted and unrealistic. Perhaps we should have kept making buggy whips instead of moving into car parts supply as the major business this state is known for. One of these days, the stuff we are digging and drilling from the ground is going to run out. That is not an "if" or a "maybe", it will run out or become so difficult to obtain that the price will be exorbitant. I guess if you choose to remain a glutton and "Burn, baby burn!" or "Drill, baby drill!" until you can't afford to purchase the fuel at the going prices, then maybe you will see the need for change.
I am gald to embrace the new technologies and very happy to see that our government is helping to investigate and develop these new technologies. Almost all of the rest of the industrial world does this now, and our economy has to compete with that. Do you expect "free enterprise" to foot the bill completely? I would say that this is a much better place to invest funds than paying for a massive defense department because we go around the world grabbing all the oil.

I'm all for looking at all solutions to our energy issues which includes green technologies.
The problem with you and most libs is you don't want to exercise all options and throw all your money down a one hole solution. You then take your holier then thou approach an if rational thinking and common sense solutions don't fit your green weinie solutions, you claim your superior position is the only position and all else is ignorance.
Here is a more accurate description:
CONSERVATIVE-fiscally reponsible, small government and believe individuality and freedom and free markets.
LIBERAL- -intolerant, want BIG government to take care of them with your money, and want to subsidize using money from free markets to prop up non competitive, non marketable ideas.

Competition drives excellence and great ideas to compete, not lowering the bar so all can win/play and provide less then excellence in goods and services.

And finally, what oil have we gone in with our military and grabbed? Talk about ignorance. ..Wow!

I have investigated and lived in markets and areas of the world that does not operate on cheap energy. Think about 55 cent per kwh electricity and $9 per gallon gas. What will you do with your snowmobile, truck, 60 watt heat bulbs, and SUV then!
This country is behind the rest of the world by 30 years as far as alternative energy goes, so unproven solutions, not exactly what the rest of the world thinks.

if we still used the whip and horse we wouldn't be here in the first place. Pretty soon this state will no longer be able to support the auto industry or more like the auto industry wont be able to support itself due to the high cost of engineering something that we don't currently have the technology to do **effectively**. I don't think forcing the technology right now will produce a viable result, save the money! hard to imagine our gov. saving money.

You get what you pay for. If the President spends $200 million on RESEARCH, you'll get piles and piles of research, and most of it won't be of much use. If you spend the same amount for RESULTS (only paying for actual, tangible products), progress toward weaning cars off oil will start to happen.

It's not a "big oil" or "green energy" conspiracy, but common sense. Research is a piece of cake compared to actually creating a workable solution.

We all know that South Dakota has been very successful with their oil production. What about the pipeline? Has BO approved the pipeline? NO. We need oil refineries to refine the oil to Fuel.

Refinery output dropped to 81% capacity for a new two-year low. At the same time, crude oil imports bumped up 3% to 7.73 million barrels per day.

They are they blocking the refinery at Union County SD. So, they are retrieving the oil, however they aren't allowed to transport via pipeline or refine it.. Yup, that's the BO way.
