City Manager Pat McGinnis checked two old plats (Rycenga and Riverside) for us, and both of them call Elliott a “street.”
"There are several plats with this street referenced, and it is likely that it is labeled as an 'avenue' in some," he said. "You’ll get your mail, and people will find you, if you tell them you live on Elliott.”
I think, for the most part, Grand Haven streets that run east-west are avenues (such as Elliott and Washington) and streets that run north-south are streets, with some exceptions (notably Jackson Street).
Don't get me started on Lakeshore and Harbor — almost everyone calls them drives, but their signs call them avenues.
