Officers from the Grand Haven Department of Public Safety, the Coast Guard and the Northwest Ottawa Dive Team responded to the Grand Haven State Park at about 5:30 p.m.
After the Coast Guard did a quick check of the few boats out on a choppy Lake Michigan, police said there was no capsized boat. What the observer saw was actually a structure with a buoy on it to mark the location of dredge pipes.
Police said when given the location, they thought that might be the case, but because there were boats on the water, they had to be absolutely certain nobody was in trouble.
Police cleared the scene within a half hour.
