Thomas Winters, 42, wanted the Muskegon County Sheriff's Department to pay his medical bills after he reported a deputy choked him. But video from the patrol car's dashboard camera shows the officer only grabbed Winter's jacket, and that was to separate him from another man he was about to fight.

New high-definition cameras recently placed in Sheriff's Department cruisers captured the brief encounter.

"The video shows the officer was doing his job," Sheriff Dean Roesler said. "It was a volatile situation and was nowhere near assaulting to this gentleman."

The charge of filing a false police report carries possible fines and up to 93 days in jail.
