NOTICE OF LETTING OF DRAIN CONTRACT AND DAY OF REVIEW OF APPORTIONMENTS VINCENT DRAIN NOTICE IS HEREBY GIVEN, That I, Joe Bush, Ottawa County Water Resources Commissioner, State of Michigan, will, on August 27, 2014, at Ottawa County Fillmore Complex, 12220 Fillmore Street, Room 141, West Olive, Michigan, receive sealed bids until 11:00 a.m., bids will be opened and publicly announced in Room 141 of the Ottawa County Fillmore Complex, for the construction of improvements to the "Vincent Drain", located and established in Grand Haven Charter Township and the City of Grand Haven, in Ottawa County. Plans and specifications are available for viewing at the office of the Ottawa County Water Resources Commissioner, 12220 Fillmore Street, Room 141, West Olive, MI. Each proposal shall be accompanied by a certified check, money order, or bid bond payable to the Owner, in the amount of 5% of the total bid price. PROJECT SCOPE: The project consists of furnishing all material and constructing the following: 350 feet of 24" Storm Sewer, 1025 feet of 12" Storm Sewer, culvert removal and replacement, drain and culvert cleanout. Including all necessary appurtenances and restoration. NOTICE IS FURTHER HEREBY GIVEN, that on September 12, 2014 at 12220 Fillmore Street, Room 141, West Olive, Michigan, or at such other time and place thereafter, to which I, the County Water Resources Commissioner aforesaid, may adjourn the same, the apportionment for benefits for the lands comprised within the Vincent Drain Special Assessment District, and the assessments thereof will be subject to review for one day, from 9:00 A.M. to 5:00 P.M. at said review, the computation of costs for said Drain will be open for inspection by any parties interested. At the meeting to review the apportionment of benefits, the Water Resources Commissioner will have available to review the tentative apportionments against parcels and municipalities within the special assessment district. The computation of cost of construction of the Drain will also be open for public inspection by any parties interested. The drain assessments against land in the special assessment district will be collected in the same manner as property taxes. If the special assessments against land are collected by installment, the land owner may pay the assessments in full with any interest to date at any time and thereby avoid further interest charges. Pursuant to Section 155 of the Michigan Drain Code, any owner of land within the drainage district or any city, village, township, district or county feeling aggrieved by the apportionment of benefits made by the Water Resources Commissioner, may appeal the apportionment within ten (10) days after the day of review of apportionment by making an application to the Ottawa County Probate Court for the appointment of a board of review. The following is a condensed description of the land constituting the Special Assessment District for the Vincent Drain.
