The 11th point identifies the first fireworks show over Dewey Hill, shot off on Aug. 3, 1940; and the 12th point recognizes the first Coast Guard memorial service held in Grand Haven on Aug. 4, 1939.

Area residents and boaters are used to seeing Coast Guard crews on patrol in local waterways, and responding to the occasional water rescue. What they do with the rest of their time remains somewhat a mystery to those outside the fenced-in Coast Guard station on Harbor Drive. When the waves are rolling in Lake Michigan, the big silver lifeboat with the crew dressed in blue and orange is not going out just to ride the waves, according to Operations Petty Officer Sean Long.

The Grand Haven Coast Guard Festival Softball tournament has always had bloated offensive numbers, a tribute to the slugging athletes the event features. The Batters - a team made up of United States Coast Guard personnel primarily from the Mid-Atlantic region of the country - took the offensive production to new heights this week and capped an undefeated record with a 29-13 victory over the Puddle Pirates on Friday morning in the championship game at Mulligan's Hollow in Grand Haven.

Heavy rainfall will contribute to high water levels on many rivers and streams, the Michigan Department of Natural Resources said in its weekly fishing report. Shore and boat anglers will need to use caution, the DNR said. It said warm water temperatures on the inland lakes as well as the Great Lakes have anglers fishing in deeper water. The newest youth ambassador for Coast Guard City USA is a California girl transplanted to Spring Lake. Elizabeth McLaughlin, 18, was announced the winner of the annual scholarship program during the Walk of History presentation in front of Grand Haven City Hall on Friday afternoon. The announcement was originally scheduled to take place prior to the Coast Guard Festival Street Dance on Tuesday night, but it was postponed along with the dance because of the stormy weather forecast for that evening.

The city of Grand Haven invites the public to place blankets, chairs and other spot-marking materials on all public property to reserve space for Saturday's Coast Guard Festival Grand Parade and that evening's fireworks show after 12:01 a.m. Friday. Materials placed before midnight will be removed by city crews; and no plastic tarps, duct tape, rocks, stakes or spray paint are allowed for reserving spots. These items will be removed by the city.

Herrick District Library is reducing public service hours and staffing as part of a cost-savings measure. The changes will go into effect Aug. 22 at the Holland library and its North Side Branch. The changes were delayed until then because the staff said it was crucial to follow through with programs scheduled as part of its Summer Reading Club. The change in public service hours is taking place due to a loss of revenue of approximately $630,000 over the past three fiscal years, mainly due to the drop in local property values, library officials said.

The Motor City Glee, a group based on the popular TV show Glee, will provide the final entertainment act for the 2011 Coast Guard Festival. The show at 7:45 p.m. Saturday at Waterfront Stadium features entertainers ages 18-24 from the Detroit area. Derek Rafferty, president of E3 Detroit, which formed the group in January, said Motor City Glee recently performed in Grand Rapids before an audience of 1,700. "It is a very entertaining show,' he said.

Police caught one of the suspects in a burglary in Norton Shores about four hours after the crime was reported. Norton Shores Police Chief Daniel Shaw said officers were called to a burglary in progress in the 6700 block of Grand Haven Road at around noon Thursday. The officers attempted to secure a 1-square-mile section of wooded property into which the suspects had fled on foot. Michigan State Police K-9 teams attempted to track the suspects; however, they were able to escape, Shaw said.

Police said a 45-year-old southern Michigan man kidnapped and raped a Montana woman after promising to give her a bus ticket home. Kelvin Hawkins was arraigned Thursday on charges including kidnapping and first-degree criminal sexual conduct. The Battle Creek man was ordered held on $500,000 bond and faces life in prison if convicted. Hawkins has requested a court-appointed attorney. Police said he met the 48-year-old woman Tuesday in the Detroit area and promised to drive her to Battle Creek, where he would give her a bus ticket to Billings, Mont.
