ANSWER:

Spring Lake Township Manager Gordon Gallagher and Ottawa County Road Commission Managing Director Brett Laughlin both said it is the responsibility of the Timber Run Association for the drainage culvert and the road.

"The road is a private street that belongs to the association," Gallagher said.
