Holland City Council voted unanimously Wednesday night to begin negotiations with Spring Lake Village Manager Ryan Cotton to become their next city manager. "I'm excited, enthusiastic - and I'm looking forward to seeing what I can do for the Holland City Council,' Cotton said Wednesday night.
