Young illegal immigrants are scrambling to get passports and other records in order as the Homeland Security Department starts accepting applications to allow them to avoid deportation and get work permits.

Homeland Security announced the details Tuesday of what documents illegal immigrants would need to prove that they are eligible for the Obama administration's Deferred Action for Childhood Arrivals. The announcement came a day before U.S. Citizenship and Immigration Services was set to begin letting people apply for the program.

Hundreds of thousands of illegal immigrants potentially could benefit from the program, which President Barack Obama announced in June. The program is beginning just months before what promises to be a tight contest for the White House in which the Hispanic vote may play an important role.

Obama has come under fire from Hispanic voters and others who say he hasn't fulfilled a previous campaign promise to overhaul the nation's immigration laws. The policy change could stop deportations for more than 1 million young illegal immigrants who would have qualified for the failed DREAM Act, formally the Development, Relief and Education of Alien Minors Act, which Obama has supported in the past.

Republican lawmakers have accused Obama of circumventing Congress with the new program in an effort to boost his political standing and of favoring illegal immigrants over unemployed U.S. citizens.

Some, including House Judiciary Committee Chairman Lamar Smith, R-Texas, have called the policy backdoor amnesty and said they worry about fraud.

"While potentially millions of illegal immigrants will be permitted to compete with American workers for scarce jobs, there seems to be little if any mechanism in place for vetting fraudulent applications and documentation submitted by illegal immigrants," Smith said Tuesday.

The administration plan is to stop deporting many illegal immigrants who were brought to the U.S. as children. To be eligible, immigrants must prove they arrived in the United States before they turned 16, are 30 or younger, have been living here at least five years and are in school or graduated or served in the military. They also cannot have been convicted of certain crimes or otherwise pose a safety threat.

Under guidelines that the administration announced Tuesday, proof of identity and eligibility could include a passport or birth certificate, school transcripts, medical and financial records and military service records. The DHS said that in some instances, multiple sworn affidavits, signed by a third party under penalty of perjury, also could be used. Anyone found to have committed fraud will be referred to federal immigration agents, the department said.

Alejandro Mayorkas, director of U.S. Citizenship and Immigration Services, said being approved to avoid deportation "does not provide lawful status or a path to citizenship."

The paperwork for the program can be downloaded from the Immigration Services website. Applicants must pay a $465 fee and provide proof of identity and eligibility.

A decision on each application could take several months, and immigrants have been warned not to leave the country while their application is pending. If they are allowed to stay in the United States and want to travel internationally, they will need to apply for permission to come back into the country, a request that would cost $360 more.

Honduran Consulate officials said the number of people applying for passports has more than doubled in the past week, and almost all of them have said they were getting passports to apply to stay in the U.S.

Mayra Rivera, 47, brought her children, ages 18 and 20, to the consulate Tuesday from Philadelphia to help them apply for passports.

"They came here when they were children. So, for them, even though they are from Honduras ... this is their adoptive country and they love it a lot," Rivera said in Spanish. "For them to succeed ... is like winning the Lotto."

Rivera, who came to the U.S. seven years ago from Puerto Cortes, Honduras, is not eligible for the program. Homeland Security Secretary Janet Napolitano had said DHS does not intend to use the program to target parents for deportation.

Advocacy groups across the country are planning events starting this week to help immigrants fill out their applications and get all their paperwork in order.

The Migration Policy Institute and the Pew Hispanic Center estimate that as many as 1.7 million people could be eligible to stay in the U.S. and legally work under the new policy.

DHS officials have said repeatedly they don't have an estimate of how many people may apply. In an internal document outlining the program's implementation, officials estimated 1.04 million people would apply in the first year and about 890,000 would be eligible.

The document estimated that the program could cost between $467.7 million and $585.4 million. The department anticipated collecting about $484.2 million in fees.

@sirhansalot. Perhaps you need a history lesson. My ancestors came here LEGALLY by waiting in long lines at Ellis Island when they FIRST arrived, not by sneaking across the border, living here for many years, and then deciding to try to avoid deportation when the president circumvents the law with this new program. There is a process for becoming a citizen, why do we allow people to break these laws, and then reward them with a path to citizenship? This is a slap in the face to all of the LEGAL immigrants who have applied, waited, taken citizenship classes, and finally become citizens. I understand the dilemma with children who were brought here, however, this needs to be addressed by Congress, not by one man deciding to circumvent the law through executive fiat.

So many of the "finest" in the tri-cities refuse to do tough work- farming, McDonalds, roofing, manual labor. The owner of the company hires the worker. Sometimes the owner hires the worker and then calls DNS before he has to pay the workers.

I am sick of the hating and bashing that seems to be the method of choice for most conservatives lately. Politics is about compromise, not believe the way I do or die! We live in an organized society, that requires a government. They provide infrastructure, protection and support to those in need. This is no longer a cowboy country, but obviously many think so.

What part of ILLEGAL doesn't anyone understand here? ILLEGAL is ILLEGAL. My strong feelings are this and I stand firm on it; Deport all of them now. The United States of America has enough problems right now without granting any of them any kind of amnesty. We have to take care of our own FIRST. There's not enough jobs now as it is to go around with now 1.8 million of the being granted anmesty. The vast majority of them have criminal records larger than our National Debt. Exactly what we DO NOT need right now. Now let's get back to business as usual and focus on the real issues facing us here in The United States. This is just Obama's plug to win his re-election and you don't need a professor from another planet to figure that out.


Obama has a much stronger record of illegal immigrant deportation than George W. Bush. Has from the beginning of his term. There has a been a continuous and steady decline of Mexican illegal immigrants coming into the US as the Mexican economy has improved over the past 10 years. And the illegal immigrant population as a whole would decrease drastically if they wouldn't be getting jobs. So I look to the employers who hire them as being the greater threat to those who oppose illegals being in this country. It's a whole lot of employment that generates $7 BILLION in Social Security payments A YEAR. (even though they will never receive SS benefits, it's still better for them to come here and work for minimum wages).


This is the final straw! Just what our workforce needs - jobs taken by illegal immigrants.


Funny you don't blame the employers who hire them. Immigrants looking for work wouldn't come here if they couldn't find jobs. But the fact is that they tend to take the rough labor, low-pay jobs that US citizens don't want. Employers in many industries are always looking for folks who will work hard for very little pay and no benefits. And then there is our Republican Congress that has refused to pass over 19 jobs bills Obama has presented. The last bill would give a 20% tax break for companies who bring back jobs to the US (insourcing) while eliminating tax deductions for companies that move jobs overseas (outsourcing). Republicans do not want jobs for Americans because that would mean Obama is successful.....they'd rather let Americans suffer than do what's right for their country. Now THAT"S the FINAL STRAW!!

This allows children who were brought here, perhaps against their will, to be protected. It's not condoning their parents, or the sex-slave smugglers who may have dragged them into the country. It's protecting children.

I understand the words perfectly. I also understand compassion and empathy, and would suggest you try having some. Children who are brought into our country illegally (sometimes with horror stories you would not wish on your worst enemies) are not the ones responsible for the fact that they are here illegally. If an adult comes here illegally, and has to pay the consequences for that, I understand. If a child has to pay for the crimes of an adult who had control over them, I think it's shameful.

The United States of America has showed enough empathy and compasssion throughout the years and it's time WE stop and start caring for our own. Open your eyes and look at the REAL TRUE AMERICANS who have been struggling for years.
