s? The local home improvement stores will recycle cell phone batteries, but not the alkaline variety that are found in so many children's toys and household items."
ANSWER:
Unfortunately, there isn't anywhere.
The Ottawa County Health Department said to just throw them in the trash because there is no place that recycles them.

I was informed that you can recycle them at any Battery+ Store. They even have collection buckets available. There is a store up on Harvey Street. :-)
According to Batteries Plus website, they only take these kinds of batteries:
Lead acid (Pb) Batteries
Nickel Cadmium (NiCd) Batteries
Nickel Metal Hydride (NiMH) Batteries
Lithium Ion (Li Ion) & Lithium Polymer (Li Poly)
Not the household-variety alkaline like AA, AAA, C, D.
Did you call the local store? Perhaps they have a different policy than is listed on the website
Some area manufacturers recycle alkaline batteries as part of their ISO environmental policies. Perhaps they would open this service to the public.
I think you can find the recycle org in GOOGLE, search it, come on
