How about installing a gate that gets closed when the conditions are too dangerous?

And who decides "what is to dangerous"? For a lot of people now a days. Just walking out the front door is dangerous.
We're becoming a society that can't think for itself. That can't determine right from wrong. That can't determine the good from the bad. That can't figure out using their own senses what might be dangerous. Because common sense is being replaced with stupidity. Some woman last week had her 4 year old washed of the Pier. What in the world was a 4 year old doing walking on the lower section of the Pier on a rough lake day in the first place. I've seen people pushing double strollers out on the Pier when the wind is blowing 25+ MPH. One gust of wind and both kids are in the water. People walk around with their minds in neutral. They pay no attention to what's going on around them. It's your life people, take some responsibility for it. Stop expecting others to do that for you.

I 100% agree with everything you said, just-a-guy!

So just-a-guy would like to eliminate stupidity by letting them die. Good luck with that.

Didn't the FENCE (around fishermens parking lot) USE to go all the way to the channel water...with a chained/locked gate...preventing ANYbody from going out on the south pier...AFTER HOURS/BAD WEATHER? Seems to me (as a kid) I remember climbing OVER that gate a number of times!?!? Anybody ELSE remember that? Would have been in the mid 70's?
Just checked Google Maps...zoomed in and realized its actually...STILL THERE! Must just be left OPEN all the time!?!?

A warning sign is all that should be needed. If people are that dumb, well mother nature will take her revenge!
Put up a sign indicating how many people have been washed off the bridge in the last 10 years.

Tri-cities realist

There is a sign and memorials to those who have lost their lives.
