LETTER TO THE EDITOR: Tipple development idea

Maybe a private developer could partner with the city to have a great tourist attraction.  

Alternatively, one level might have a museum exhibit related to Tri-Cities transportation history.  

An elevator would be required and stairs for emergency exiting. Perhaps too expensive a project to be undertaken now?
