This funding is unnecessary. The contamination comes from the shore birds, and builds up over the summer. If you have ever seen the flocks of gulls on the beach, you already know this. The sand is by far more contaminated than the water, as contamination is dispersed in the water, but sand "is possibly capable of supporting ...high density of indicator bacteria for sustained periods, independent of lake, human, or animal input". Which means it LIVES in the sand on the beach, and might actually be THE contaminating factor of the water.
