Fugitive surrender program gets big turnout

DETROIT (AP) A program encouraging fugitives wanted for nonviolent crimes to surrender at one of Detroit's biggest and most influential churches drew a big turnout.
Organizers said 1,236 people were processed during Wednesday's first day of the four-day Fugitive Safe Surrender effort at Second Ebenezer Church, and another 700 were processed as of Thursday evening.
The Detroit News reported that number tops the previous record of nearly 1,600 set over four days last summer in Memphis, Tenn.
Fugitive Safe Surrender began in Cleveland in 2005 and since has been offered in other cities.
Authorities said the program does not offer amnesty, but those who turn themselves in get favorable consideration on their cases. They also may get job skills, training and substance abuse counseling.
