I don't think that it is a problem especially if they are impaired. There are some people out their that have dogs to help them. Now a days there are see-in-eye dogs, seizer dogs, autism dogs, panic attack dogs, etc.... So they should be aloud in the any environment. No matter what.
They are if the are legally registered as service dogs. This is talking about anyone being able to bring any dog because they feel like it.
