After she confronted Joe Biden in the Democratic Party’s first presidential debate in June, California Sen. Kamala Harris moved up in polls and seemed to become a top-tier candidate. Instead, the former state attorney general and San Francisco district attorney has became the latest White House hopeful to peak too soon.

Her announcement Tuesday that she was dropping out of the race had long seemed inevitable amid reports of campaign disarray.
